In implementation of the instructions of King Mohammed VI, aimed at providing the necessary care for the residents of areas affected by cold waves, and within the framework of the national plan to address the effects of cold waves, the Ministry of Health and Social Protection is launching the “Care 2025-2026” operation during the period from November 15, 2025, to March 30, 2026.
A statement from the Ministry of Health and Social Protection indicated that this operation targets 31 provinces belonging to 8 regions, specifically the Tangier-Tetouan-Al Hoceima region (Chefchaouen, Larache, Wazan, Al Hoceima), the Eastern region (Figuig, Taourirt, the Driouch, Oujda Angad, Jerada, Guercif, Berkane), the Beni Mellal-Khenifra region (Beni Mellal, Azilal, Khenifra), and the Drâa-Tafilalet region (Midelt, Ouarzazate, Tinghir, Zagora, Errachidia).
This operation also targets the Fès-Meknes region (Boulemane, Sefrou, Ifran, Taza, Taounate, El Hajeb), the Souss-Massa region (Taroudant, Chtouka Aït Baha, Tata), the Marrakech-Safi region (Al Haouz, Chichaoua), and the Rabat-Salé-Kénitra region (Khemisset).
The same source added that this operation aims to ensure an appropriate response to the needs of the residents of areas affected by cold waves and isolated rural areas by providing nearby health services, particularly enhancing basic health services, therapeutic and preventive care, and awareness activities offered at health centers, along with intensifying the activities of mobile medical units at designated population gathering points in areas threatened by cold waves, while ensuring the management of reported health cases through specialized medical convoys and designated reference hospitals, as well as ensuring the handling of emergency cases.
The main field objectives of this operation include ensuring the provision of human resources, equipment, medicines, medical products, and means of transport at health centers located in areas affected by cold waves within its jurisdiction to receive and care for residents from the designated areas, totaling 523 health centers, conducting 3,528 field visits for mobile medical units in isolated areas and population gathering points, and organizing 183 specialized medical convoys, in addition to smaller-scale specialized medical campaigns, aiming to respond to the observed needs in the field of specialized therapeutic medical services, and establishing a coordination system between mobile medical units, specialized medical convoys, smaller-scale specialized medical campaigns, and the emergency care management system.
The statement indicated that to achieve the targeted results of the operation, a total of 2,817 health professionals, including doctors, nurses, pharmacists, technicians, and administrators, will be mobilized as human resources, in addition to biomedical equipment such as mobile ultrasound machines, mobile medical laboratories, portable dental chairs, visual acuity measurement devices, and other equipment as per the programming, adding that means of transport from mobile health units and ambulances will also be mobilized.
Regarding medications and health materials, a financial envelope of 11.320 million dirhams will be mobilized as an exceptional budget by the central services of the Ministry of Health (in addition to the annual regional budget), and a financial envelope of 2.582 million dirhams will be allocated as an exceptional budget by the central services of the Ministry of Health to cover fuel and maintenance needs.
As for the total cost of medical care at the healthcare centers, it remains contingent upon the observed needs at the provincial level.
The statement confirmed that the ministry will also encourage all partners and stakeholders to contribute to the activation and success of this operation, recalling the vital and effective role played by local authorities, notably the governors and provincial officials, as well as elected bodies, the private sector, civil society associations, and organizations working in the health field.
