In Morocco, we adopted a strategy in which the preservation of security is inseparable from respect for human rights.

This morning, Monday, November 24, 2025, in the city of Marrakech, the proceedings of the ninety-third session of the General Assembly of the International Criminal Police Organization (Interpol) commenced, with the participation of high-level delegations representing more than 190 member countries, along with officials from international and regional organizations.

In an opening speech delivered by the Director General of National Security and Territory Surveillance, Abdelatif Hammouchi, he confirmed that Morocco has been engaged for years in a comprehensive security strategy “where the preservation of security is inseparable from respect for human rights, community communication, and professional policing.”

Hammouchi emphasized that contemporary security challenges “have long surpassed national borders,” making it necessary to establish common security structures and enhance cooperation with Interpol and all international and regional organizations.

He added that “organized crime and violent extremism do not recognize borders, and thus security must also function within the framework of effective international cooperation to combat transnational crime and terrorism.”

The Director General pointed out the necessity of developing national security institutions and strengthening mechanisms for security cooperation and mutual assistance on the basis of “equality and fairness,” asserting that Interpol plays a central role in this field, but the increasing threats in light of rapid technological advancements require greater efforts.

Hammouchi also noted that cybercrime, which today targets the stability of communities and their economic and social security, calls for more effective international cooperation to address these emerging risks.

He concluded his speech by affirming Morocco’s complete confidence in the success of this session hosted in Marrakech, pointing out that “the path to prosperity and stability passes through such meetings,” and that “security is a shared responsibility and a collective cost that everyone must bear for a safer future.”
