Morocco to Implement Mobile Device for Monitoring Exam Cheating

The Ministry of National Education has announced the implementation of a new electronic device as part of an integrated system to monitor cheating during the baccalaureate exams.

### System for Monitoring Cheating

According to a circular issued by the Ministry, this system allows for real-time detection of electronic communication between candidates in the exam hall and individuals outside, utilizing a portable electronic device designed for automatic monitoring without interfering with communications or violating privacy.

The system is based on preventive measures, employing advanced technological tools to proactively detect candidates’ use of various forms of electronic communication, ensuring that the exam process and candidates’ rights are not compromised.

It also features a multi-level digital platform (local, regional, and national) connected to mobile monitoring devices, which provide accurate and detailed data regarding identified cheating cases.

The deployment of this monitoring system will occur in every regional academy for education and training by assigning a regional team from mobile units dedicated to combating exam cheating. Each team will receive the necessary device and specialized training to effectively utilize the system.

The regional teams are responsible for detecting instances of cheating through this monitoring system, while local committees at exam centers will manage the reported cases according to the regulations governing the baccalaureate exams.

### Adoption of the New System

The electronic system for monitoring cheating will be implemented during the resit exams of the baccalaureate, scheduled for July. This initiative is part of a gradual approach aimed at expanding its use to all exams and centers.

The implementation process consists of two phases. The first phase focuses on the resit exams for the regional baccalaureate, where the system will be activated in selected exam centers within each regional academy. This phase will emphasize collecting field data and feedback from educational and technical staff overseeing the exams, allowing for the identification of technical and organizational challenges and suggestions for improvements.

The second phase pertains to the resit exams for the national baccalaureate, relying on the insights gathered from the first phase. The use of the system will be expanded and refined based on updated organizational recommendations, facilitating a comprehensive evaluation of its application and preparation for wider adoption. This will incorporate both proactive awareness and educational approaches, alongside punitive measures based on Law 02.13 regarding exam cheating.

### Reasons for Implementation

The Ministry cites the increasing reliance on modern technology for cheating during exams, a trend that has worsened in recent years and evolved in complexity, necessitating improved methods and strategies to address this behavior. Such actions threaten the principles of fairness, merit, and equal opportunity for all candidates and call for innovative and effective technological solutions.

This initiative is expected to reduce illicit practices, especially those involving advanced technology, while reinforcing educational values of integrity and responsibility among students, which will ultimately enhance academic performance and the reliability of exam results.
