The United Nations has confirmed that Security Council Resolution 2797, adopted on October 31, supports the facilitation and management of negotiations based on Morocco’s proposed autonomy plan to achieve a fair, lasting, and mutually acceptable settlement.

The Situation in Western Sahara (MINURSO) Resolution 2797 (2025): The Security Council, recalling and reaffirming all its previous resolutions regarding Western Sahara, fully supports the efforts of the Secretary-General and his Personal Envoy, Staffan de Mistura, to implement the Council’s decisions and advance the political process, particularly through continued consultations held by the Personal Envoy with Morocco, the Polisario Front, Algeria, and Mauritania to build on the progress made. The Council reiterates its commitment to assist the parties in reaching a fair, lasting, and mutually acceptable political solution based on compromise and in accordance with the aims and principles of the UN Charter, including the principle of self-determination, while acknowledging the roles and responsibilities of the parties in this regard. The Council emphasizes the urgency for the parties to implement a resolution to this conflict, recognizing that momentum has been generated and prompt action is necessary. It considers the important role that MINURSO plays in assisting the Personal Envoy in achieving a mutually acceptable political solution and notes the support expressed by numerous member states for Morocco’s autonomy proposal submitted to the Secretary-General on April 11, 2007, as a basis for a fair, lasting, and mutually acceptable resolution to the conflict. The Council affirms that genuine autonomy under Moroccan sovereignty may be one of the most realistic solutions and welcomes the commitment of Council members to promote progress. It expresses satisfaction with the initiative taken by the Personal Envoy to convene the parties to maintain this momentum and capitalize on this unprecedented opportunity to establish lasting peace, urging the parties to provide the necessary support for negotiations and to engage in good faith. The Council welcomes the U.S. willingness to host negotiations as part of the Personal Envoy’s efforts to reach a solution regarding Western Sahara and the region, stressing the importance of adhering to the ceasefire and avoiding any actions that might jeopardize the political process. It notes with deep concern the inadequate funding allocated to Sahrawi refugees and strongly urges donors to provide additional funds, while requesting accurate registration of refugees once more, following the Secretary-General’s report dated September 30, 2025 (S/2025/612).
- Decides to extend MINURSO’s mandate until October 31, 2026;
- Fully supports the efforts of the Secretary-General and his Personal Envoy in facilitating and managing negotiations based on Morocco’s proposed autonomy plan to achieve a fair, lasting, and mutually acceptable resolution to the conflict, in accordance with the UN Charter, and looks forward to receiving constructive proposals from the parties regarding the autonomy plan;
- Calls on the parties to participate in discussions without preconditions based on Morocco’s proposed autonomy plan to reach a final political solution acceptable to both parties that ensures the self-determination of the people of Western Sahara, considering that genuine autonomy could represent one of the most realistic solutions and encourages the parties to submit ideas to support a final resolution acceptable to both;
- Urges member states to provide appropriate assistance and support for these negotiations and the efforts of the Personal Envoy;
- Requests the Secretary-General to report to it regularly, as he sees fit during the mandate, and also to provide a strategic assessment regarding the future mandate of MINURSO within six months of the extension date, taking into account the outcome of the negotiations;
- Decides to continue to consider the matter.
