FEZ, Morocco (MNTV) — Morocco has signed two key agreements with the International Civil Aviation Organization to enhance aviation oversight, expand training capacity, and reinforce security measures across its national and regional air transport systems.
The first agreement introduces a structured international training program for civil aviation inspectors, developed by Morocco’s Ministry of Transport and Logistics in collaboration with ICAO.
Scheduled to begin in 2026, the three-year initiative is expected to train around 100 inspectors annually, with a focus on participants from developing countries.
The program will cover a wide range of technical areas, including flight operations, airworthiness, aviation security, air navigation, accident investigation, and regulatory frameworks.
Training sessions will be conducted in Morocco through both in-person and hybrid formats, using French and English as primary languages.
Under the agreement, ICAO will oversee international coordination, including outreach to member states, candidate selection, and scholarship management.
Meanwhile, the Moroccan government will provide funding, infrastructure, and technical resources, positioning the country as a regional center for aviation expertise and capacity building.
Officials say the initiative aims to improve regulatory performance and raise safety standards across participating countries, while also strengthening Morocco’s role in global aviation development.
The second agreement focuses on enhancing Morocco’s internal aviation systems, particularly in the areas of facilitation and security. Measures include streamlining passenger processing and improving border management through risk-based assessment tools designed to maintain efficiency without disrupting travel flows.
The framework also outlines stricter security protocols, including improved screening procedures for individuals with special status, tighter controls on high-risk cargo, and the development of cybersecurity systems to protect critical aviation infrastructure.
Implementation will involve coordinated efforts among sector stakeholders, supported by expert evaluations to ensure compliance with international standards.
Together, the agreements reflect Morocco’s dual strategy of expanding its international training footprint while reinforcing the resilience and performance of its domestic aviation sector.
