The international organization Freedom House has classified the Kingdom of Morocco as a “partly free” country. It confirmed in its annual report for 2025 on freedoms in Morocco, the continued extensive restrictions on political rights and civil liberties.
Freedom House, a non-governmental organization based in the United States, pointed out that its assessment does not include the Western Sahara area due to the different legal and political status of the region.
Morocco received low scores in electoral integrity, opposition opportunities, and political participation. The report confirmed the existence of what it termed “clear control by external forces and unofficial authorities over political decision-making.”
Regarding the work of the government in Morocco, Freedom House stated that the ability of elected parliamentarians to determine policies is limited, along with weak safeguards against corruption and a lack of transparency.
The organization emphasized that the media in Morocco is not fully independent, and academic and religious freedoms are limited. Personal and political expressions face censorship and risks of reprisal.
As for the rights of association and gathering, it stated that there are restrictions on freedom of assembly and the operational freedom of non-governmental organizations. Meanwhile, professional unions face challenges to their independence.
Concerning the rule of law, Freedom House concluded in its report that the judiciary is not fully independent, with weak protection of legal rights and discrimination in the treatment of different groups in society.
While citizens enjoy limited freedom of movement, property, and the right to establish businesses, personal and social freedoms remain restricted, according to Freedom House, including protection from domestic violence and economic equality.
