Generation Z: Charges of Disrupting Freedom of Movement and Drug Use for Protesters Blockading the Highway

Abdelatif Saadi, the first deputy public prosecutor at the Casablanca Court of Appeal, announced today, Tuesday, the arrest of 24 individuals caught obstructing traffic on the internal motorway in Casablanca.

In a statement to the Maghreb Arab Press, Saadi explained that following unauthorized protests in Casablanca on September 28, 2025, a group of individuals, some masked, disrupted traffic on the internal motorway, resulting in a complete halt to vehicular movement and causing damage to road users and hindering freedom of movement.

He noted that those arrested were apprehended in the act, with adults placed under provisional detention and minors subjected to custodial measures for the purpose of investigation, all in strict compliance with legal protocols.

Saadi indicated that despite the intervention of public security forces urging these individuals to unblock the road, they remained unresponsive and intensified their defiance, prompting the involvement of specialized judicial police who drafted reports on the incidents.

He emphasized that the disruptions to traffic do not relate to peaceful protest, but rather constitute legally punishable offenses.

Upon completing investigations, the suspects were presented to the public prosecutor, with their defense counsel present. The prosecutor decided to request an investigation into the 18 adults suspected of committing felony obstruction of traffic, with some also charged with drug use, while seeking their imprisonment. The six minors were referred to the juvenile court official.

Saadi concluded that while the public prosecutor’s office is committed to ensuring individuals exercise their rights within legal limits, it is equally dedicated to firmly addressing any violations of the law and any infringement on citizens’ rights and freedoms.
