The Director General of National Security and Territorial Surveillance, Abdelatif Hammouchi, chaired on Friday, June 5, 2026, at the new headquarters of the Directorate General of National Security in Rabat, the second strategic meeting dedicated to updating and reinforcing the security action plan to combat sports-related unrest and enhance security in national venues and stadiums.
This meeting follows an initial meeting held last Wednesday and aims to create a comprehensive roadmap that addresses current challenges and prepares for the upcoming major sports events that the Kingdom will host.
Plan of 5 Axes
The new strategy focuses on several integrated axes, combining prevention, proactive measures, and decisive intervention, while ensuring the enjoyment of the sports audience:
- Updating security protocols with modern technology
Advanced visual surveillance techniques, drones, and mobile field command centers will be integrated to monitor crowd movement. These technologies aim to instantly detect sources of threat and deal with them more effectively, especially in high-risk matches. - Enhancing security intelligence and pre-monitoring
The Director General emphasized the mobilization of all security intelligence channels to pre-monitor high-risk matches. Special protocols for these matches will be reinforced through:- Prior analysis of information related to groups that incite violence.
- Faster and more efficient information sharing between central and regional services.
- Utilizing this data to establish stringent security protocols.
- Mobilizing specialized forces and rational deployment
Among the prominent adopted plans:- Mobilizing elite forces to secure venues and access routes to stadiums.
- Intensive and rational deployment of rapid intervention forces and regular security groups.
- Effective control over crowd movements to anticipate any deviations or attempts of unrest.
This deployment aims to protect sports facilities and public and private property, while minimizing both material and human losses.
- Enhancing coordination between central and regional levels
The meeting included the security governors of the cities of Rabat, Casablanca, Tangier, Kenitra, Tetouan, Fez, and Marrakech, along with directors of central departments and the head of the central sports security section.
Regional plans will be integrated with the national approach, focusing on:- Raising the level of communication and operational coordination during crowd movements.
- Exchanging experiences and field proposals among the relevant parties.
- Visual documentation and legal firmness
The new plan relies systematically on visual recording to document acts of unrest, facilitating investigation and legal follow-up.
The Director General also emphasized:- The strict enforcement of the law against all those involved in acts of unrest.
- Bringing offenders before the judiciary under precise procedures that define criminal acts.
- Ensuring complete protection for the security of sports facilities and the safety of individuals.
