As part of the project to expand the Ibn Battuta Sports Complex, Prime Minister Aziz Akhannouch issued Decree No. 2.26.189 dated 14 Shawwal 1447 (corresponding to April 2, 2026), which provides for the declaration of public utility and the expropriation of seven plots of land located in the Tangier municipality in the Tangier-Asilah region.
This decree follows an extensive administrative investigation that lasted from March 12 to May 14, 2025, and was proposed by the Minister of Economy and Finance after consulting the Minister of the Interior.

Legal Procedures
The decree delegates the right to execute the expropriation to the Director of State Property, with compensation to be assigned in accordance with the provisions of Law No. 7.81 concerning expropriation for public utility. Actual handover procedures for the lands are expected to begin in the coming months.
This project is part of the authorities’ efforts to develop sports infrastructure in the city of Tangier, paving the way for hosting major sports events and enhancing the city’s capacity in terms of sports facilities.
Aziz Akhannouch signed the decree in Rabat, and it was published in the official gazette in its latest issue dated April 27.
