Initiation of the Collection of Signatures for a Petition Requesting the Granting of Moroccan Citizenship to the Descendants of Jews

The National Gateway for Citizen Participation has started receiving signatures for a request to grant Moroccan citizenship to all children and grandchildren of Moroccan Jews, after it was officially submitted to the Speaker of the House of Representatives on Thursday, April 30, 2026.

The request bears the number 321183 and, up until the writing of this text, has obtained 20 signatures. This is the second attempt after a previous similar initiative failed to gather sufficient signatures and comply with legal requirements.

Goals and Justifications of the Request

The request is based on royal speeches and directives concerning Moroccan Jews, the provisions of the Moroccan Constitution (especially articles 14, 70, and 71), the organic law No. 64.14, the royal decree No. 1.58.250, and the Moroccan Hebrew personal status law.

The proposal aims to:

  • Enable the children and grandchildren of Moroccan Jews to restore their legal link to the Commander of the Faithful.
  • Grant them full constitutional, political, religious, cultural, economic, and social rights.
  • Establish a national electronic gateway and communication center, along with a special ministerial committee to manage the applications.
  • Allow for multiple nationalities, with the option to voluntarily renounce Moroccan citizenship.
  • Protect the community from any discrimination or targeting, and facilitate their integration in various fields, with recognition of the Hebrew language as an additional means of communication alongside Arabic and Amazigh.
  • Restore the economic, financial, and cultural rights that were harmed when some members of the community left Morocco in the past.

The request defines “Moroccan Jews” based on official records, statistics, temples, and Jewish institutions, relying on the names of Moroccan Jewish families to facilitate the procedures.

The request emphasizes the composite plurality of Moroccan identity (Arab Islamic, Amazigh, Sahrawi Hassani, African, Andalusian, and Hebrew), and the historical bond between Muslims and Jews under the banner of the Commander of the Faithful.

It justifies the loss of citizenship for some generations due to compelling factors beyond their control (economic, political, or security migrations), despite their continued adherence to the Moroccan identity and the Alawite throne.

This proposal comes within the framework of Moroccan policy aimed at strengthening ties with Moroccans abroad from various backgrounds, enhancing the image of the Kingdom as a model of coexistence and tolerance.
