In a new episode of leaks revealed by the “Atlas Hacks” group, the tenth leak shows a state of extreme anger and frustration dominating Mehdi Hijawi, the former employee dismissed from the General Directorate of Studies and Documentation (the external intelligence agency), and his partner, TikToker Hicham Girando, who is evading Moroccan justice and is sentenced in cases of fraud, defamation, and incitement.
- Details of the Tenth Leak: Girando’s Anger and His Laughable Threats

- The European Tour Plan: France, Belgium, the Netherlands, and Germany
- Dr. Mustafa Aziz and the Movement of Tomorrow Morocco: Hijawi’s Narrative
- The “Kid” from the General Administration and Information about Anas Safiri
- Context of the Leaks
This leak comes in the context of a continuous series of leaks that document the close coordination between the two men, gradually revealing the nature of the criminal network they manage from abroad, which targets Moroccan state institutions and national figures through campaigns of defamation, extortion, and media manipulation.
Details of the Tenth Leak: Girando’s Anger and His Laughable Threats
The audio recording shows Hicham Girando in a clear emotional state and intense anger, threatening to tear up his Moroccan passport and announce “joining the Republic of the Rif.” Girando believes that this ridiculous step will create a “major problem” and will pressure Moroccan officials and the Moroccan judiciary.
This threat came in the wake of the arrest of members of his family, whom Girando had entangled in cases of fraud, defamation, and extortion. Faced with increasing judicial and security pressures on his family circle, he found no option but this escalation, believing that it is a grave occurrence.
Admitting Failure and Calling for a New Strategy
In that same part of the recording, both Hijawi and Girando explicitly confirm that none of their previous plans have advanced. They describe the situation as “stagnation,” and Hijawi calls for work on a “new strategy” to get out of this impasse.
This direct admission of failure contrasts with the media discourse that both parties promote through social media platforms, where they attempt to present an image of a “revolutionary” or “resistant” successful project.
Faced with the lack of progress in the “plan,” Girando threatens to attack a figure referred to as “the Haj,” whom both parties had relied on previously to “resolve this entire crisis.” The recording also shows mutual skepticism and attacks on other figures, notably a person named “Hassan Adib,” whom Girando warns against vehemently, considering him an “agent” seeking to infiltrate the group.
The European Tour Plan: France, Belgium, the Netherlands, and Germany
In another part of the recording, the two discuss an intensive European tour including France, Belgium, the Netherlands, and Germany, to take place over just 4 to 5 days. The declared goal is to meet a group of people who “will work with them on the plan.”
This discussion reflects desperate attempts to recruit new external support after previous communications failed.
Dr. Mustafa Aziz and the Movement of Tomorrow Morocco: Hijawi’s Narrative
One of the prominent axes in the leak is the discussion of Dr. Mustafa Aziz, the founder of the “Movement of Tomorrow Morocco.” Hijawi recounts details of his relationship with him during his time in Morocco, claiming that Aziz received “great support” from the external intelligence agency before a dispute led to Aziz joining “this group” and seeking to establish an alternative movement.
While discussing the ailing doctor, Hijawi claimed in the recording that he was within the external intelligence agency “responsible for matters relating to the military, police, and arms and action,” while Mr. Yassine Mansouri (the head of the agency) was responsible for the diplomatic side.
These allegations come in the context of the ongoing smear campaign that both parties are waging against Mansouri and senior security officials.
The “Kid” from the General Administration and Information about Anas Safiri
In this leak, Girando reveals the existence of a “kid” (internal source) from the General Administration who previously helped him in “annoying” a figure referred to as “Hameed.” Girando conveys information from this source that Anas Safiri, the general director of the Al-Dahia real estate group, has been prevented from leaving Morocco, and all his properties have been confiscated, subjecting him to house arrest.
Without even verifying the accuracy of the news, Girando celebrated this with Hijawi, considering it a dangerous and unprecedented incident.
Context of the Leaks
This tenth episode comes as a continuation of a long series of leaks, and the most prominent contents so far include:
- Direct and daily coordination between Hijawi and Girando since early 2024, with Hijawi providing Girando with fabricated information and files along with personal photos to use in smear campaigns.
- Revealing the organic criminal connections between the two men, including financial fraud, extortion, and incitement.
- Attempts to target security and political figures, especially the head of the external intelligence agency Yassine Mansouri and several senior officers, through ridicule and personal defamation.
- Involvement of other parties, including evidence of Girando’s mother’s involvement in the network (as seen in the eighth episode).
- Reliance on mafia-style tactics and hybrid warfare: defamation, extortion, spreading rumors, and damaging reputation.
