The authorities determine 17 neighborhoods in Qasr al-Kabir that can be returned to starting from Sunday.

The local authorities in the Larache province announced on Saturday, February 14, the development of a comprehensive execution plan aimed at facilitating an organized and safe return for citizens who were temporarily evacuated following the exceptional weather conditions that the province experienced.

The plan will be implemented in sequential phases, with designated transportation means, safe routes, and a field supervision system identified. This ensures the smooth performance of this process and the safety of citizens.

Accordingly, the possibility of return will commence on Sunday, February 15, 2026, for residents of the neighborhoods and housing clusters in the following areas of the city of Ksar al-Kabir:

  • Bab Al-Wad neighborhood – the old city –
  • Ghrasa Benjeloun neighborhood

* Second Administrative Annex

  • Shari’a neighborhood – the old city –

* Third Administrative Annex

  • Peace neighborhood: Group “D” and Group “H” and Group “W”
  • The new neighborhood: Group “A” and Group “B”

* Fourth Administrative Annex

  • Renaissance neighborhood
  • Happiness neighborhood
  • Safety neighborhood
  • Old Camp neighborhood
  • March neighborhood
  • Smoke neighborhood

* Fifth Administrative Annex

  • Arab neighborhood
  • Peace neighborhood
  • The new neighborhood

* Sixth Administrative Annex

  • Sharifa neighborhood
  • Manakib neighborhood
  • Abi Al-Mahasin neighborhood

In this context, starting from 7:00 AM on Sunday, February 15, 2026, free trains will be scheduled departing from Tangier city train station towards Ksar al-Kabir, and buses will be allocated to transport individuals eligible for return, free of charge, from multiple points to Ksar al-Kabir, in order to support citizens and provide them with the necessary assistance, facilitating their movement under the best conditions.

Additional areas covered by the return and the timing arrangement for subsequent phases will be announced later through official notifications and various available channels, according to field developments.

The local authorities in the Larache province urge citizens not to return to areas not mentioned in this announcement before the issuance of an official notification in this regard, until the water levels recede to ensure safe access and prepare suitable reception conditions, prioritizing their safety and guaranteeing an orderly process.

To achieve this objective, field organizational measures will be put in place by establishing monitoring points at the entrances of the areas concerned with the return of residents, in order to ensure that entry operations are limited to targeted individuals authorized to do so, ensuring the return process is conducted under safe and controlled conditions.
