Overview of Average Employee Salaries in Morocco

The average net monthly salary in Morocco’s public sector is projected to reach 10,600 dirhams by 2025, marking an overall improvement of 43.6% over the past decade, according to the human resources report accompanying the draft finance law for 2026.

The report states that “due to annual promotions for employees and salary increases implemented by the government as part of social dialogue agreements, the average net monthly salary in the public sector has increased from 7,381 dirhams in 2015 to 10,600 dirhams in 2025, representing an overall improvement of 43.6% during this period, with an annual increase of 3.7%.”

In terms of salary scales, the average net salary for employees at scale 6 and equivalent is 5,925 dirhams. For employees in scales 7 to 9, the average is 7,238 dirhams, while those in scale 10 and above earn an average of 12,484 dirhams.

The report highlights that about 10% of civil servants earn a net monthly salary between 4,500 dirhams (the minimum wage) and 6,000 dirhams, while 38.44% earn a net monthly salary of 8,000 dirhams or less. Additionally, 71.34% of employees have net salaries ranging from 6,000 to 14,000 dirhams.

Furthermore, the report mentions that the minimum wage in the public sector has undergone significant revisions in recent years following government decisions made during various social dialogue sessions, increasing from 3,000 dirhams in 2015 to 3,258 dirhams in 2020, then to 3,500 dirhams in 2023, 4,000 dirhams in 2024, and 4,500 dirhams in 2025.
