Creating a Low-Cost Driving License in Morocco

The Minister of Transport and Logistics, Abdessamad Qiyuh, recently revealed a package of radical reforms targeting more than four million users of small cylinder motorcycles (50 cm³ maximum).

The minister announced the creation of a new low-cost driving license specifically for motorcycles “49-50 cc,” which will cost between 200 and 300 dirhams only, including registration, training, and examination.

Qiyuh explained that the reform includes the cancellation of the previous waiting period (3 months), reducing training to just five intensive sessions that combine theoretical and practical aspects, in addition to simplifying the exam to make it accessible for young people, delivery workers, and low-income groups.

The minister said literally: “We want to transform millions of citizens from driving without a license to legally qualified drivers without overburdening them with exorbitant costs.”

Among the parallel measures, the government decided to require every seller of new motorcycles to provide an approved helmet with each sale, similar to seat belts in cars.

The Ministry of Transport will coordinate with the Ministries of Finance and Industry and Commerce to include the helmet in the price of the motorcycle, ensuring that the helmets comply with international standards.

The minister confirmed that speed measurement devices (speedometers) will become mandatory for all motorcycles, noting that recent inspection campaigns (more than 14,000 operations) revealed that 95% of inspected motorcycles had undergone illegal modifications, increasing their speed from 50 km/h to over 120 km/h.
