Preparations to Boost Employment and Enhance Social Services in Larache

On Tuesday, November 4, the Larache Province organized a wide-ranging consultation meeting focused on preparing a new generation of integrated territorial development programs for the region.

This meeting, chaired by Larache Governor Alamin Bouassam, aligns with the royal directives outlined in the recent Throne Day speech and the opening of the first session of the last legislative year of the current term. These directives emphasize the need for a new generation of integrated territorial development programs, marking a critical turning point in national development. They reflect the King’s vision for an upward, cohesive, and socially and economically integrated Morocco.

The meeting was attended by civil society representatives, economic stakeholders, elected officials, citizens, and administrative representatives. It featured a presentation focusing on the region’s needs by sector, as well as its natural resources, investment opportunities, and infrastructure, particularly road networks, alongside the developmental specifics of the region—highlighting achievements made possible by the National Initiative for Human Development.

In this context, the Governor emphasized that the real challenge for territorial development in Larache Province lies in ensuring broad participation in creating integrated territorial development programs, placing citizens at the heart of public policies as both their goal and purpose.

He underscored the establishment of a new model for managing territorial development based on effective participatory diagnosis, continuous evaluation, and collective project leadership, all within a framework of transparency, accountability, and sustainable support. This responsibility falls on all—regional authorities, elected officials, and local stakeholders.

The preparation of the integrated territorial development programs for Larache Province prioritizes several key areas, according to Bouassam. These include promoting employment through the optimization of economic potential and fostering a conducive environment for local entrepreneurship and investment, as well as improving the quality of basic social services, particularly in education and health.

Additionally, the focus will be on protecting natural resources, especially water, implementing sustainable management in response to the impacts of climate change and water stress, and launching integrated spatial rehabilitation projects in conjunction with national structural initiatives, taking into account environmental considerations and the specific characteristics of rural and mountainous areas. Support for the sustainable development of coastal regions and emerging rural centers will also be prioritized.

This extensive consultation meeting follows prior gatherings and workshops held in September, addressing the priorities underpinning the integrated territorial development program for the region.

Further meetings and workshops will be organized at the level of districts and municipalities within the province until November 13. These sessions aim to encourage dialogue, select projects, identify priorities, and engage all stakeholders and proposal capacities to enhance the programs.

It is worth noting that this consultative meeting is part of the launch phase for the design and preparation of the new generation of integrated territorial development programs across all provinces of the kingdom.
