Decision to Classify Families into 5 Groups to Determine the Reality of Their Need for Direct Social Support

The National Agency for Social Support reported that families benefiting from direct social support have been classified into five groups to better understand their actual needs, highlighting that emerging families constitute the most dominant category, exceeding 1.2 million families.

The agency clarified that, in 2025, it adopted an advanced approach in statistical classification, aiming to group beneficiary families based on precise intersections that reflect their actual living conditions, including territorial belonging, gender, age category, family status, family composition, and children’s education.

It noted that this process aims to identify specific support paths for each category, allowing this classification to distinguish between families that have no alternative to social safety nets, and those that possess the resources to sustainably overcome their vulnerabilities.

The agency concluded the classification of beneficiary families into five groups present in all regions of the kingdom:

● Emerging Families (1,209,436): This is the largest category in terms of number, consisting of young families with heads who are individuals in their forties with young children. These families face various challenges in their daily living, such as those related to married life, child-rearing, and bearing the burdens of life. With proper support that takes these specifics into consideration, these families can overcome vulnerability towards a more stable living.

● Families at a Crossroads (986,265): These families have heads who are individuals in their fifties, often from rural areas, facing a delicate demographic transition. As their children reach adolescence or adulthood, the burdens associated with their education, vocational training, and integration into the job market increase. The priority lies in providing the necessary support to these families during this critical phase, aiming to ensure a more stable future for the rising generations and break the cycle of intergenerational poverty.

● Companions on the Journey (964,690): These are older couples who often live in rural areas without a pension or stable income, facing health issues and difficulties in mobility, making them vulnerable to age-related fragility and healthcare costs. In the case of these families, direct social support acts as a crucial safety net that preserves their dignity and contributes to ensuring the stability of their living conditions.

● Women in “Empty Nest” Situations (584,168): These are elderly women who have devoted their lives to sacrifice and giving, and now live alone. Some have not given birth, while others have lost their children. Due to isolation from family solidarity networks, this group exhibits increasing socio-economic vulnerability. Their situation requires special attention within social policies, ensuring they have access to basic services and social protection, preserving their dignity and guaranteeing independent and stable living.

● Individuals without a Supporter (156,936): These are women and men living alone in semi-urban or rural areas, facing social isolation that necessitates careful support. Distanced from traditional family structures, they experience compounded factors of social isolation and tangible material vulnerability. Their situation calls for the adoption of specific support measures, including economic integration, vocational training, and other targeted policies, to prevent severe social exclusion risks.

The National Agency for Social Support indicated that linking the classification of beneficiaries with territorial data shows that beneficiaries are distributed across the kingdom’s twelve regions, with the presence of the five classified groups in each region, underscoring the urgent need for a directed and precise supportive approach that considers the particularities of each category, regardless of geographical belonging, ensuring the effectiveness of interventions and justice in their targeting.
