The Organized Crime and Drug Unit (UDYCO) of the Spanish National Police suspects the existence of a third tunnel under construction between Morocco and Ceuta, intended for the continuous entry of large quantities of hashish.<\/p>\n

A confidential report<\/a> prepared by the unit and sent a few days ago to the Central Investigative Court No. 6 of the National Court stated that the criminal network was planning to build the third tunnel in a deeper area within the border region, near the Birocal farm, to ensure a continuous flow of drugs to the peninsula.<\/p>\n

Recorded conversations obtained from the investigations indicate that the network intended to introduce a person from Morocco illegally to supervise the construction process. One of the suspects, believed to be the chief engineer of the tunnel, expressed concern about the Moroccan gendarmerie passing daily near the site, saying: “The gendarmes pass every day on this road… we don’t want them there.”<\/p>\n

He added: “If they move away, I will be responsible.” Other recordings revealed that the construction on the Spanish side was lacking about 40 meters, requiring a worker to be present for at least a month within Ceuta.<\/p>\n

UDYCO describes the network as a “professional, stable, and hierarchically organized criminal organization” that monopolizes the entry of hashish into Ceuta in exchange for charging “fees” or a commission for every kilogram smuggled through the tunnel, benefiting subsequently smaller networks.<\/p>\n

The police confirmed the existence of “clear evidence” of planning, including metal structures intended to reinforce the tunnel that were seized, reflecting the network’s significant economic, logistical, and human capabilities. They also pointed to the organization’s ability to engage in corruption and access some public employees.<\/p>\n

The leader of the network, linked to the two previously discovered tunnels in operations “Hades” (Civil Guard) and “Aries” (National Police), is believed to be behind this third project.<\/p>\n

Investigations continue in Courts No. 3 and 6 of the National Court, where the “Aries” operation has so far resulted in the arrest of about 30 people in Ceuta and Morocco, while the two discovered tunnels remain closed and under intense surveillance by security cameras.<\/p>\n

Who is behind the tunnels<\/h2>\n

Investigations revealed<\/a> that a person named Mustapha Brouzi is the actual owner of the first drug tunnel discovered in Ceuta in February 2024. He explicitly stated in recorded conversations: “I had a hole from which I introduced the goods,” and “the tunnel is mine, not his.” He added: “I felt like it was bad luck… if they had found it open, it would have been a disaster.”<\/p>\n

He also said, “Big businesses always bring problems.” With this phrase, Mustapha (Mustapha Chairi Brouzi) described his plans in June 2025, while preparing a 15-ton hashish shipment. At that time, he was unaware that the Spanish police had been listening to him for months.<\/p>\n

Investigators believe he removed the drugs from the tunnel before its discovery.<\/p>\n

Responsibility for the second tunnel<\/h2>\n

The matter did not stop at the first tunnel. Investigations showed that Mustapha Brouzi is also the mastermind and main responsible for the second, more advanced drug tunnel, discovered by the National Police in March 2025.<\/p>\n

In recordings from November 2025, one of his followers (under his direct supervision) talked about completing the construction: “I am missing 40 meters,” referring to the section within Spanish territory. Brouzi himself also expressed concern about the Moroccan gendarmerie passing daily near the site, saying: “The gendarmes pass every day on this road\u2026 we don\u2019t want them there.”<\/p>\n

The police describe him as “the gray man” strongest in Ceuta, who has been bringing trucks loaded with drugs across the border for years. He enjoys significant trust, known as “the Messi of hashish,” one of the most dangerous hashish trafficking leaders in Europe and internationally wanted since 2019.<\/p>\n

Brouzi is considered the head of the network that monopolized the use of tunnels to bring hashish into Ceuta and then distribute it in Spain and Europe. He imposed “toll fees” on other networks for using his infrastructure.<\/p>\n
