Financial Support and Streamlined Processes to Encourage Youth Participation in Elections in Morocco

On Sunday evening, October 19, the Cabinet, chaired by King Mohammed VI, approved two draft organic laws concerning the House of Representatives and political parties.

The draft law regarding the House of Representatives aims to ensure the integrity and legitimacy of upcoming legislative elections. It seeks to prevent individuals who have lost their electoral eligibility due to legal judgments from accessing the parliamentary institution and to firmly exclude anyone caught committing offenses that threaten the safety of electoral processes.

Additionally, it will impose stricter penalties to deter any attempts that could jeopardize the integrity of elections at all stages.

To encourage youth under 35 to participate in elections in Morocco and enter the political arena, the project proposes revising and simplifying candidacy requirements, both with and without party endorsement. It also includes significant financial incentives to help cover campaign expenses by providing financial support that covers 75% of their campaign costs.

Furthermore, the project suggests designating regional electoral districts exclusively for women to enhance their representation in the parliamentary institution.

Regarding the draft law on political parties, its primary goal is to develop the legal framework governing them, establish rules to promote the participation of women and youth in the founding of parties, and improve their governance while regulating their finances and accounts, aiming to enhance party operations in Morocco in response to the rapid developments in society.
